balanced transportation system that enhances the quality of
life and advances the economic vitality of the residents of
Kern County.

Kern Transportation Foundation's
Mission Statement
The mission of the
Kern Transportation Foundation is to provide a forum for
advancing the requirements of a modern, balanced
transportation system that meets the economic and social
needs of the public in Kern County. The Kern Transportation
Foundation will work to the following:
- Identify and create public awareness of current and future
transportation needs in Kern County.
- Investigate solutions to providing a balanced
transportation systems.
- Build the private/public partnership required to develop a
modern, balanced transportation system.

Kern Transportation Foundation's Vision
The Kern
Transportation Foundation “vision” is the development,
coordination and maintenance of a modern, balanced
transportation system that provides the optimum capacity for
movement of people and goods in the most efficient,
convenient, timely, safe, reliable, and cost-effect manner
consistent with social, economic and environmental interests
of Kern County.

Transportation and Growth
in Kern County
Over the years, Kern
County residents have been fortunate. We live in pleasant
communities and enjoy a superior quality of life, isolated
from many of the traffic-related problems plaguing our
larger neighbors to the north and south.
But as Kern County
continues to grow, the scene is changing. In the period from
1970 to 1990, the county's population grew 65 percent. And,
we're not slowing down. By the year 2010, Kern County's
population is projected to grow an additional 91 percent!
During the 1980s, Bakersfield was the sixth fastest-growing
city in the nation.
While growth offers
residents a healthy economy, it also increases traffic
congestion. The signs are already here - clogged
intersections, slowing traffic on rural highways and a cloud
of air pollution on the horizon.
It's time to take
action. Many Kern County residents are recognizing the need
to look ahead and embrace the inevitable changes. That means
designing neighborhoods that will accommodate growth,
looking at alternative modes of transportation and finding
ways to fund the completion of our transportation system.

Meeting the Needs
Federal and State
government no longer provides all of the funding that is
necessary to meet the transportation needs of local
communities. To address our growing transportation issues, a
group of concerned citizens formed the Kern Transportation
Foundation in 1992. A nonprofit public benefit corporation,
Kern Transportation Foundation is working with the
government to develop a plan and find funding solutions for
Kern County's future needs.
The Foundation's
mission is to promote a modern, balanced transportation
system that enhances our quality of life and supports the
economic vitality of the community. Within a public forum,
the Kern Transportation Foundation is working to:
Create public
awareness of current and future transportation needs in Kern
County.
Find creative and
innovative ways to provide for and fund our transportation
needs.
Build the kind of
private and public partnership that is necessary to develop
and fund a modern, balanced transportation system.

What You Can Do
First of all, be
informed. Learn about the choices we must make as a
community. If you have concerns about specific
transportation issues, bring them to the attention of the
Foundation and your local government representatives. Ask
them to become actively involved in moving the
transportation agenda forward.
Through individual
vision and commitment, Kern County will be able to make the
transportation planning and funding choices that can shape
its future for the better. Everyone will benefit. Together
we can:
Build a better
economic and business climate.
Lower vehicle
operating costs by increasing the efficiency of our
transportation system.
Reduce air pollution
and improve health.
Reduce commute time
and related stress.
Best of all, we'll be
investing in a better quality of life by taking control of
our own destiny. How we and our children live in the year
2010 will depend on the wise choices we make today.
